Master Oulundsen began his training in 1976 under Grand Master K.S. Hwang, receiving his ITF 1st degree Black Belt in 1979. Shortly after assisting Grand Master Hwang in teaching, he became an instructor at the main headquarters of KATU ITF.

In 1982, he received his 2nd degree Black Belt. In 1986 he received his first "Instructor of the Year" award, given by KATU ITF, and became Chief Instructor under Grand Master Hwang.

In 1987, Master Oulundsen traveled to the Far East with Grand Master Hwang, performing demonstrations in Thailand, Hong Kong, Taiwan and South Korea. In 1988, he received his 3rd degree Black Belt.

In 1989, he made the U.S. ITF Team, competing in the World Youth Festival in DPR Korea. The team won the gold medal.

In 1990, he became the U.S. Captain of the team, competing in the 1st Soviet Combat Championships in Tashkent Russia and won a sliver medal in Sparring and a bronze in Power Breaking.

In 1992, Master Oulundsen was promoted to 4th degree Black Belt. He again received "Instructor of the Year" award in 1994. In 1995, he was appointed as the U.S. Junior Team Trainer, where they competed in the World Championships in Moscow, Russia.

In 1997, Master Oulundsen was promoted to 5th degree Black Belt. And in 1998, he was selected as the U.S. Junior Team Head Coach, traveling to the Czech Republic for the World Championships.

In 1999, he was appointed as Director of Operations for KATU ITF. This position involved organizing summer camps, tournaments, seminars and Junior and Adult World Teams.

In 2001, Master Oulundsen was selected as Special Assistant to Grand Master Hwang (9th degree Black Belt and Secretary General of the International TKD Federation).

In 2002, Master Oulundsen was Director of the U.S. Junior Team, which went to Puerto Rico for the World Championships. In addition, he was also named "Instructor of the Year", and was promoted to 6th degree Black Belt (tested by Grand Master K.S. Hwang, K-9-1)
